Description of Work
This position serves as the Division of Coastal Management's Budget and Fiscal Officer and Contract Coordinator. This position reports to the Director and serves as a member of the Division's Senior Management team. Key responsibilities include managing the Division's budget and its multiple funding sources, developing annual budgets and processing necessary revisions, monitoring federal grants and preparing financial reports, tracking various grant balances by task, managing the Division's reporting to the DENR Administrative division, other state agencies, and federal funding agencies as required to meet legislative or regulatory mandates, and supervising Accounting and Human Resources staff. As Contract Coordinator, the position tracks mile stones, reporting requirements and deliverables, and processes invoices for payments.
Knowledge, Skills and Abilities
Through knowledge of the principles and practices of State Government, Accounting, Budgeting, Purchasing, Contracting and Personnel Management utilized by the State of North Carolina (or of similar budgeting and accounting practices in another state). Ability to interpret and implement policies on these subjects. Ability to interpret and implement policies on these subjects. Ability to initiate and implement Administrative programs and procedures and evaluate their effectiveness. Demonstrated experience in evaluating financial resources, and making projections and recommendations to accomplish needs. Must be able to develop and maintain effective working relationships with program staff and representative of state, local and federal agencies. Strong interpersonal skills and the ability to plan, organize and supervise the work of others are essential. Must be detailed oriented. Proficient with the North Carolina Accounting System, Budget Revision System, Budget Preparation System, Beacon System, XTND, or with similar systems used by agencies in another state; and Microsoft Office, including Excel
Minimum Education and Experience Requirements:
Bachelor's degree in business administration, public administration, or related business area; or equivalent combination of training and experience. All degrees must be received from appropriately accredited institutions.
