(contractor), Bertie County, Unauthorized major development and violation of the State's dredge and fill law by installing a riprap revetment waterward of an existing authorized bulkhead within the Estuarine Waters and Public Trust Area AECs in the Chowan River.

Wilmington District:

Harry Shaw and Gilmer Swinson (contractor, Dixie General Contractor, Inc.), New Hanover County, unauthorized minor development by constructing a fence within 75' of the normal high water level in the Estuarine Shoreline AEC adjacent to Bradley Creek.

Thomas Congleton, New Hanover County, unauthorized minor development by engaging in land disturbing activities as an adjunct to development within the Estuarine Shoreline AEC adjacent to Myrtle Grove Sound.

Thomas Congleton and Charles Duncan (contractor, Duncan Marine Contractors), New Hanover County, unauthorized major development and violation of the State's dredge and fill law by filling coastal wetlands and Section 404 federal wetlands as a result of exceeding the permitted width of an authorized earthen berm adjacent to Myrtle Grove Sound.

Marshes Light LLC (c/o Doug Anderson) and Lyn Small Inc (c/o Lyn Small), Dare County, violation of the terms and conditions of State Permit No. 124-05 by installing additional unauthorized platform area within an authorized existing boat slip within the Estuarine Waters and Public Trust Area AECs in Shallowbag Bay.

J Samuel Rose Land Management LLC (c/o J Samuel Rose) and OBX Resort LLC (c/o Sterling Webster), Dare County, unauthorized minor development by constructing a storage building seaward of the vegetation line within the Ocean Erodible Area AEC adjacent to the Atlantic Ocean.

Danny Creech, Carteret County, violation of the terms and conditions of State Permit No. 49010-C by creating more mooring slips than authorized during the construction of the permitted dock within the Estuarine Waters and Public Trust Area AECs in Bogue Sound.

Ashley Daniels, Beaufort County, unauthorized major development by excavating a basin adjacent to an existing pier by using a boat propeller to dislodge or "kick" the bottom substrate and causing the resultant dislodged material to fill the adjacent bottom substrate with undetermined amount of settleable solids within the Estuarine Waters and Public Trust Area AECs in Muddy Creek.

Wilmington District:

Equine Development LLC (c/o Edward Mitchell), Pender County, unauthorized major development and violation of the State's dredge and fill law by constructing floating docks with ramps and associated tie up pilings; constructing a boat ramp and the placement of gravel within the Public Trust Area and Public Trust Shoreline AEC in and contiguous with Merricks Creek.

Robert Morehead, Currituck County, unauthorized major development by clearing and grading over an acre of land adjacent to and in the Estuarine Shoreline AEC by a man-made canal contiguous with Knotts Island Bay.

Croatan Surf Club, LLC (c/o Clarence Dean), Dare County, violation of the terms and conditions of State Permit No. 53-07 by failure to obtain permit modification to reconfigure swimming pool, landscaping, and gazebo within the Ocean Erodible AEC adjacent to the Atlantic Ocean.

Charles Spinella Jr., Camden County, unauthorized major development by constructing a boat ramp and pile supported screen porch and deck within the Public Trust Area and Public Trust Shoreline AECs in and adjacent to the Dismal Swamp Canal contiguous with the Pasquotank River.

Morehead City District:

Daniel Lee and Jonathan Yopp (contractor, Coastal Dredging, LLC), Carteret County, unauthorized major development and violation of the State's dredge and fill law by mechanical excavation of the bottom substrate immediately adjacent to an existing dock and boat lift within the Estuarine Waters and Public Trust Area Areas of Environmental Concern in Deer Creek contiguous with Bogue Sound. Previously a General Permit had been issued for the activity but had expired, therefore there was no active permit for the project.

Washington District:

Herbert Betts, Beaufort County, unauthorized minor development by constructing elevated walkways over wetlands and constructing a storage building within the Coastal Shoreline AEC
adjacent to Bond Creek.

Edgar Balance, Hyde County, unauthorized minor development by constructing an addition to an existing dwelling within 75 feet of the Normal Water Level of Oyster Creek in the Coastal Shoreline AEC.

Wilmington District:

Mike Ogden and Neil Williams, Pender County, unauthorized major development by placing riprap material within the Public Trust Area AEC in the NE Cape Fear River and placing the riprap material with a slope steeper than allowed and extending beyond allowable limits offshore.

Dennis Lighthart, Perquimans County, unauthorized minor development by placing rock and earthen fill material landward within 75' of normal water level in the ES AEC adjacent to the Albemarle Sound.

Rodney Taylor, Currituck County, unauthorized major development and violation of the State's dredge and fill law by constructing a bulkhead within the EW and PTA AEC in Currituck Sound and contructing a driveway within the 30' CAMA buffer and normal high water of the ES AEC.

Bartley Tuthill IV, Dare County, unauthorized major development by constructing a pedestrian walkway cross-over in a man-made canal contiguous to the Pamlico Sound within the CW, EW, PTA, and CS AECs.

Stephen Evan, Camden County, unauthorized major development by installing a jet ski/PWC ramp within the EW and PTA in the Pasquotank River.

Peter Pinto, Dare County, unauthorized major development by constructing additional platform area to a permitted pier including three finger piers and two additional boat slips and constructing a roofed storage structure in the 30' CAMA buffer area  within the ES, EW and PTA AECs in the Currituck Sound.

Wallace Knight Jr., Perquimans County, unauthorized minor development by constructing a dwelling and the placement of earthen fill material within 75' of NHW level within the CS AEC adjacent to the Albemarle Sound.

Morehead City District:

Shelton Phillips, Craven County, unauthorized major development by replacing an existing boat ramp within the EW, PTA, and CS AECs in Adams Creek.

Washington District:

Dennis Allen, Washington County, unauthorized land disturbance resulting in excavation and filling below the mean high water level of Lake Phelps as a result of stumping and grubbing activities.

Wilmington District:

Kevin Emma, Onslow County, unauthorized minor development by constructing an uncovered deck within the OEA AEC adjacent to the Atlantic Ocean.

Cedar Point Homeowners Association (c/o Daniel Rizzo) and Lawrence Ward (contractor, S&W Investments), Pender County, unauthorized major development and violation of the State's dredge and fill law by installing concrete filled PVC pipes within the CW, EW, and PTA AECs in Topsail Sound.

Dong Vo, Pasquotank County, unauthorized major development by placing earthen fill material in Section 404 wetlands and constructing a non-water dependent structure within the CAMA buffer area in the PTS AEC contiguous to the Pasquotank River.
